The two institutions responsible for the capitalization and promotion of culture in Cluj County, the County Direction for Culture and National Patrimony (DJCPN) and the County Council, wish to carry out a series of analyses of the county’s cultural potential and implement a strategy for its cultural development.The idea of a cultural development strategy came in response to the need to align the culture of Cluj County to the European practices according to which the cultural policy must be coherent and unitary as well as a means of achieving social and economic objectives such as work force occupation, economic and educational benefits, social cohesion.
These analyses of the cultural potential will be carried out in a series of different domains of culture. The domains definition, the framing and classification of the artistic-cultural phenomenon will determine the elaboration of potential analyses for: written culture, performing arts, visual arts, mobile and immobile cultural patrimony, folk culture and tradition, education, cultural and scientific research.
Following these analyses, the next step is the implementation of the cultural development strategy by drawing up the management contract, the analysis of public offers for projects and the constitution of consultative committees. The aims of the implementation of this strategy are the capitalization of the cultural potential as a component of the durable development of the Cluj County and the affirmation of the county culture both at national and international level. The values that this cultural development project wishes to promote are the freedom of creation, freedom of various expressions of cultural exchanges, multiculturalism, education through culture, creativity, innovation, respect for the cultural diversity of minority groups etc.
